Our "Ally" in Uzbekistan Run a Brutal Dictatorship

The following is from a highly respect blog about Uzbekistan, The Registan. Currently there is a news blackout in the area in Uzbekistan that turned violent. But the "rebellion" has been brutally put down by the Uzbekistan government:
Andijon and Beyond
Uzbek troops apparently have put down a protest in Pakhtabad, a town about 20 miles from Andijon. Local human rights groups say 200 people were killed. The rights group cited in the story is the only source I’ve seen for the story. Kara-Su appears to be well outside of government control though the town is surrounded. On the BBC last night, people in the town sounded motivated primarily by a desire to re-open cross-border trade. One leader was quoted as saying he could care less if Karimov quits–so long as he leaves them alone and lets them make a living, they will leave him alone.

Where is Bush's plan to export Democracy here? There is plenty of evidence that suggests that Bush's support for President Karimov has propped up his regime.
